A member of the Interstate Commerce Commission asserted Thursday that a proposal by President Kennedy to eliminate the exemptions of water carriers to regulations of minimum rates on bulk commodities would "put everyone on an equal footing." Everett Hutchinson, in New Orleans to address a meeting of the Southeast Shippers Advisory Board Friday, explained that the commission presently has the power to regulate minimum rates on bulk commodities (sand, gravel, grain, fertilizer, etc.) except for that shipped by water.
