French noncooperation in the daily activities of the European Common Market is beginning to have its effect on the economy of the United States, a Common Market official said today. In New Orleans to address graduate economics students at Louisiana State University in New Orleans today and a meeting of the English Speaking Union tonight, John Lambert said French President Charles de Gaulle is producing a virtual stalemate in the Market. Lambert, a native of England is Assistant Spokesman of the Common Market Commission in Brussels, Belgium.
