Arthur S. Kline, vice chairman of the Federal Power Commission, as he was interviewed in the Associated Press office in Washington last night. Kline denied parts of a published story that he had changed his vote regarding a rate of return for Midwestern Gas after talking with Thomas S. Corcoran, Midwestern's lawyer. Kline said he agreed to leave the question of rate of return open--as it still is--so that the FPC could meet a deadline on a Canadian contract. Kline said, "Corcoran didn't influence me one bit."
