Description
Reports are that the recent "covering" of the Orleans Canal has resulted in "a canal on top of a canal." Seems that after it was boxed in, dirt was put around the edges of the box but none on top. This means that there is still a canal on top of the box, several feet below the level of its banks. The "top" canal has no outlet, however, so when it rains it fills up and becomes stagnant. Supposed to be several inches of water there now. This is where the Canal reaches City Park Boulevard. The condition is supposed to exist for about five blocks. I understand the mayor has received some complaints but has taken no action. It is a health hazard, dangerous for children, etc.
