Carlos M. Muniz, above, who took office as Argentina's foreign minister on October 5 said today in Buenos Aires that the Alliance for Progress can bring a peaceful revolution to the Americans but must work faster. In an interview with Stan Swinton, director od AP's world services division, the 40 year old constitutional lawyer said that Argentina has passed the peak of its political crisis which, since last March, has virtually paralyzed the nation of 20 million persons.
