Bell Recognizes NFL Players Group--Commissioner Bert Bell of the National Football League, chats with George Halas, left, president of the Chicago Bears, after Bell told the House antitrust subcommittee today that he now officially recognizes the league's players association as a bargaining unit. Bell acted singlehandedly where club owners refused to recognise the association -- in effect, a union. He told the committee that league constitution and by laws give him authority to take the step on his own and he is doing just that.
