A scene made in Washington today December 15th, showing Henry Morgenthau Jr, Acting Secretary of the Treasury, as he made his tax suggestions to the members of the House Ways and Means Committee. Mr Morgenthau urged a lower Federal tax on earned incomes than on income from investments. He also urged the abandonment of the present system which allows husbands and wives to file separate income tax returns. Under present procedure, some couples have been able to pay smaller taxes than would have been required under a joint return.
